INTRODUCTION The Postal Code Conversion File (PCCF) provides a link between the six character postal code and the standard geographical areas for which Statistics Canada produces data. This version of the PCCF represents postal codes as of January 1988 and the Standard Geographical Classification and other geographic areas of the 1986 Census as of January 1, 1986. Postal codes have also been linked to the 1987 Representation Order of the federal electoral districts. The file contains 670,966 postal code records of which 65,528 are multiple (occuring in more than one geographic area) and 17,582 are retired, but are maintained for historical reference only. An alpha-numeric combination of six characters intended to describe the destination of each item of mail addressed in Canada. The alpha-numeric characters are arranged in the form ANA NAN, where 'A' represents a letter of the alphabet and 'N' a number. The first character of a postal code (allocated in alphabetic sequence from east to west across Canada), represents a province or territory or a major sector entirely within a province. The listing below indicates the geographic allocation of the first character of the postal code. The last three characters of the code (NAN) denote areas known as the Local Delivery Unit (LDU). In urban areas, the LDU can specify a small and easily defined section within an FSA such as a block-face (one side of a city street between consecutive intersections with other streets), an apartment building, an office building or a large firm or organization which does large volume business with the post office. Postal codes within a Supermail box are linked to an address and not to the box location. For rural areas, the LDU denotes a service area of a post office or postal station. As of January 1988, there were 1296 FSA codes in use across Canada. Forward Sortation Areas with urban mail delivery numbered 1102, compared to 194 for rural mail delivery. Rural FSAs are identifiable by the presence of a "0" (zero) in the second position of the FSA code. Appendix A shows the standard geographic hierarchy to which postal codes are linked on this file. Thus all records on this file are linked to all levels of the geographic hierarchy. A total of 445,189 or 66.3% of all postal code records on the file are within a census subdivision covered by the Area Master File (50,000 population or over). Therefore, the postal code is linked to a blockface centroid. Another 29,213 or 4.4% of postal codes within an AMF area are linked to an enumeration area but have no blockface coordinate. The remaining 196,564 or 29.3% of postal code records are outside of an AMF area. As such, they are linked to an enumeration area centroid. Multiple records occur when a postal code straddles two or more blockfaces or EAs. As such the same postal code will be repeated two or more times with different geographical information (i.e., different ZXY centroids or EA codes.) There are currently 65,528 multiple postal codes on the file of which 42,209 records or 64% are urban postal codes and 23,319 records or 36% are rural postal codes. Multiple rural records are common on the file (23,319 of 24,809 rural postal code records are multiples). The service area of a rural postal code often crosses many enumeration area boundaries, thereby linking the same rural postal code to different EA codes. A "1" in var# 25 indicates the probable EA in which a rural post office is located. 0 2 ZUTM Z - UTM Zone 7-8 I2 COMMENTS 0 Universal Transverse Mercator (UTM) zones 07 to 21 cover the land mass of Canada from west to east. Statistics Canada uses the Universal Transverse Mercator (UTM) system which is an established international system of specifying point locations on the globe. The system divides the globe into 60 vertical zones. Altogether, 16 zones bearing numbers 7 to 21 from west to east cover the land mass of Canada. Each zone has a width of 6 degrees longitude. In UTM, point-locations within a zone are based on two distances, in metres (X and Y), from the zone axes. The two values are combined with a zone number to arrive at a unique coordinate value for every point on the land mass of Canada. To permit the retrieval of census data for any user- specified area, two types of centroids are available. They are: (i) Enumeration area centroids: For each enumeration area in Canada a centroid has been manually assigned to represent its approximate population centre. The centroid is identified by the ZXY coordinates and it is to this centroid that all census data relating to the enumeration area are linked. (ii) Block-face centroids: In most large urban areas of Canada covered by the Area Master File Program (50,000 population and over), a centroid is offset from the street centre, and represents one side of a street between consecutive intersections with other streets or physical features. All census data relating to the block-face are linked to this centroid. In the usual system of angular measurement, a circle contains 360 degrees, a half circle, 180 degrees. Consequently, there are 180 degrees of latitude from pole to pole. The quadrant of the circle from the equator to each pole is divided into 90 degrees and the numbering starts from 0 degrees at the equator and goes by degrees, minutes and seconds to 90 degrees at each pole. For a given meridian, east-west position is designated by the angular distance along the parallel circle in the latitude system. Each east -west degree of longitude becomes shorter with increasing latitude and is finally reduced to nil at the poles.
